The reason they are returning in Oxfordshire after a period of absence is because the council used to fund them and any revenue generated from caught speeders was just fed into the policing system so the council got nowt. Government cuts meant the council could no longer afford to run them when they weren't getting anything back. From the beginning of next month (April 2011) the cameras will be switched back on and are going to be funded by the police with any revenue generated from them being used to replenish that fund. So the cameras will effectively pay for themselves to be run with less "profit" from the revenue generated going into the policing system. I would expect other counties to follow suit with this same type of funding structure where the councils begin struggling to pay for the running of the cameras.
